Pelham Manor, New Rochelle Agreement Leads to Lower Paving Costs

Officials from New Rochelle and Pelham Manor signed an intermunicipal agreement last will enable to send out bid packages for street paving contractors. The hope is that the municipalities will be able to get the work done at lower rates.

Pelham Manor and New Rochelle officials are partnering up in an effort to combine their purchasing power and obtain better rates for street paving contracts.

Both municipalities approved resolutions authorizing an intermunicipal agreement for a share the contract for street resurfacing

Mayor Noah Bramson said the New Rochelle’s budget is fixed and is based on the federal Consolidated Local Street and Highway Improvement Program.

The hope is that adding Pelham Manor to the bidding package, both municipalities will get lower rate for street paving.

“The issues is how much road can we resurface for that amount,” Bramson said during last week’s meeting. “If we get a lower per unit rate, it’s not that there’s monetary savings, it’s that more work gets done in the community.”

New Rochelle City Manager  Charles B. Strome, III said he doesn’t believe a lot of savings will be realized this year due to the fact that bids have already been sent out and prices have already been set.

“This is bringing Pelham Manor in and seeing if they feel that it’s a worthwhile thing,”  Strome said. “I think it will most likely benefit us much more greater if we were to bid it for a lower package.”

Pelham Village Manager John T. Pierpont said the last time the village bid out for street paving, the cost was $87 per ton. The village now expects to pay about $75 per ton thanks to the new agreement, which amounts to about $40,000 in savings.
